Igor Bykov Appointed First Deputy Chairman of the Belarusian State Military Industrial Committee
On 4 August 2014, President of Belarus Alexander Lukashenko has appointed Deputy Chairman of the Belarusian State Military Industrial Committee (Goscomvoyenprom) Igor Bykov First Deputy Chairman of Goscomvoyenprom.
Introducing Bykov to the heads of Goscomvoyenprom’s departments, Chairman of Goscomvoyenprom Sergei Gurulyov mentioned his professionalism and organisational skills and wished him success in his new position.
Bykov thanked the country’s leadership and Goscomvoyenprom for giving him their confidence.
Igor Bykov was born in the military family in Klin, Moscow Region, Russia on 27 April 1957. In 1979, he graduated with honours from the Minsk Higher Engineering Air Defence Missile School, where he occupied various positions in 1979 – 1992.
In 1986, Igor Bykov defended a PhD thesis in engineering. He got a degree of associate professor. Igor Bykov is correspondent member of the Belarusian Engineering Academy and professor of the Russian Academy of Military Sciences.
In 1995 – 2003, Igor Bykov worked as head of the department of surveillance and radio warfare, Belarusian Military Academy.
Igor Bykov is an author of more than 80 scientific works, including 5 textbooks, one of them is approved by the Ministry of Defence. He owns three implemented inventions and was awarded a badge of Inventor within the USSR for them.
Igor Bykov participated in 20 scientific researches and headed 7 of them.
In 2004 – 2007, he was chairman of the Scientific and Technical Committee, Belarusian Armed Forces.
In 2007 – 2010, Igor Bykov occupied the post of deputy chief for science of the General Staff, Belarusian Armed Forces.
After being discharged from military service, from March 2010 to April 2011 he worked as head of the department of security and promising development of armament and military and special equipment, Goscomvoyenprom. In April 2011 – August 2014, Bykov occupied the post of Deputy Chairman of Goscomvoyenprom.
In 2012, he graduated from the Academy of Public Administration under the aegis of the President of the Republic of Belarus with a degree in Public Administration of National Economics.
