Roman Golovchenko was born on 10 August 1973. He graduated from the Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the Russian Federation with a degree in international relations in 1996. He earned a degree in economics and international economic activity management from the Academy of Public Administration under the aegis of the President of the Republic of Belarus in 2003.
The diplomatic rank of the Ambassador Extraordinary and Plenipotentiary was conferred by Belarusian Presidential Decree No. 147 of 27 April 2018
He has been appointed as Minister of State Authority for Military Industry Republic of Belarus, following the Presidential Decree No. 343 of 18 August 2018.
